Unpacking the National Energy Transition Roadmap NETR

The Malaysian government’s roadmap for energy transition – the National Energy Transition Roadmap NETR – marks a significant strategic shift for the country’s industrial and commercial sectors. The roadmap outlines how Malaysia intends to pivot from a fossil‐fuel-based energy system towards a cleaner, more efficient, and lower-carbon pathway, with major implications for industries and commercial enterprises alike.

While much public discourse has centred on large utilities and power generation, the industrial and commercial sectors (often grouped as “C&I”) play a pivotal role in the transition. This article drills down into the NETR’s targets, what they mean for the industrial & commercial sectors, the levers and initiatives in play (such as energy efficiency, renewables, hydrogen, CCUS), and the implications for businesses operating in Malaysia.

Why the industrial & commercial sectors matter

The industrial sector in Malaysia consumes a substantial portion of the country’s energy and contributes significantly to greenhouse gas (GHG) emissions. According to commentary, the industrial sector uses roughly a third of the national electricity supply, and when emissions from industrial processes are included, the sector accounts for over 30 % of Malaysia’s total emissions.

From a national perspective, decarbonising or improving the efficiency of the industrial & commercial sectors is therefore critical if Malaysia is to achieve its ambition of net-zero by 2050 and transition to a higher‐value, greener economy.

Moreover, the commercial sector – though less energy intensive than heavy industry – also forms part of the energy‐consuming base which must align with the broader energy transition. The NETR explicitly refers to “industry and commercial” energy efficiency targets.

Thus, for companies in manufacturing, processing, warehousing, large building operations, logistics, and other energy-intensive commercial enterprises, the NETR offers both a challenge and an opportunity: challenge in meeting stricter efficiency, renewable sourcing and regulatory expectations; opportunity in accessing new incentive schemes, cost savings, and positioning for a low-carbon future.
